Further EU-Programmes

In addition to Horizon Europe, the European Commission supports other programmes related to research, development and transfer:

  • COST European Cooperation in Science and Technology is an intergovernmental initiative for European networking, scientific exchange and the formation of scientific communities, which is funded by Horizon Europe. COST does not fund research, but COST-Actions offer to young scientists in particular a good opportunity for international publication and networking. Resilient European networks are in turn the prerequisite for successful EU applications in other research programmes.

    The annual calls for proposals are open-topic and single-stage. Funding is provided, among other things, for the organisation of events, training schools, joint publications and/or short-term stays by researchers. Personnel costs are usually only approved for the coordination of the network. The funded networks have a duration of four years.

    You can search the COST database for already approved COST-Actions. Ongoing COST-Actions sometimes also accept new scientists into the community.

  • The new "Digital Europe" programme will support the digital transformation in Europe with €7.6 billion during the period 2021-2027.

    DIGITAL's programme areas are:

    • Supercomputing
    • Artificial Intelligence
    • Cybersecurity
    • Digital Education
    • Digital Technologies in Economy and Society

    Calls for proposals in the participant portal Funding & Tenders for DIGITAL (EN)

  • The Research Fund for Coal and Steel contributes to the objectives of the European Green Deal with its programme on "Green Steel Production" and the transformation of coal regions.

    RFCS is a strongly transfer-oriented R&D programme that promotes cooperation projects with industrial participation. The funding rate for universities is usually 60%. Please ask for advice on budget calculation and co-financing.

  • EUROSTARS offers research-performing SMEs the opportunity to cooperate with European research institutions across national borders. The programme is jointly funded by the national funding organisations and the EU.

    Eurostars projects are open to technology ("bottom-up principle") and serve civil purposes. They aim to develop an innovative product, process or service.

    The consortium must be led by an SME and 50% of the funds must go to SMEs. The application process is single-stage with a multi-stage evaluation.

    Important: Universities and research and science institutions are also obliged to commercially exploit their research results, including the patenting of results worthy of protection!

    Applications can be submitted on 2 deadlines per year.

  • The LIFE programme offers co-financing for implementation-oriented environmental, climate and nature conservation projects. The first calls for proposals in the new funding period 2021-2027 are expected from June with a submission deadline in autumn 2021. Since this funding period, implementation projects for climate protection "Clean Energy Transition" have been integrated into the LIFE programme.

    The LIFE programme is divided into the following sub-programmes:

    • Nature and biodiversity,
    • Circular economy and the quality of life,
    • Climate change mitigation and adaptation,
    • Clean energy transition.
