Applications for grants on an expenditure basis

In the Announcements of the Federal Government many federal ministries publish guidelines for the funding of research, development and innovation projects.

In addition to funding objectives and expected project content, several sections of these guidelines specify, among other things, eligibility to apply, special funding requirements as well as the possible duration of the project and the possible financial support.

The "Procedure / application procedure" section of the guidelines also explains whether the application procedure is a single-stage or two-stage procedure. In the case of two-stage procedures, a brief outline of the content must first be submitted together with an administrative overview form by the deadline specified there. After the outline has been reviewed, applicants may be invited to submit a full proposal. In the case of single-stage application procedures, the outline step is omitted and the full proposal, consisting of a detailed project description and a detailed formal application (AZA/AZAP), must be submitted immediately by the deadline.

In the case of federal projects, the applicant is formally the TU Clausthal and not the implementing body, i.e. not the institute or centre preparing the application or the project management. Therefore, the full proposal must be reviewed and approved by the Third-Party Funding Administration and signed by the university management, represented by Department 1. For the TUC-internal review, it is usually necessary to submit a preliminary third-party funding announcement to the Third-Party Funding Administration.

If, according to the announcement, the university management must already be explicitly involved in the submission of an outline - e.g. with a letter of support - this outline will be evaluated internally at the TUC as a full proposal and a review must be carried out by the Third-Party Funding Administration. In all other cases, it is generally sufficient if the outline is submitted by the TUC project management - or, if applicable, only by the intended (external) collaborative coordinator.
