Applications for grants based on actual expenditures
In the Federal Gazette, many federal ministries publish guidelines for funding research, development, and innovation projects.
In addition to funding objectives and expected project content, these guidelines specify, among other things, eligibility requirements, specific conditions for receiving grants, the potential duration of the project, and the potential amount of financial support.
The section of the guidelines titled “Procedures / application process” also explains whether the application process is a single-stage or a two-stage process. In two-stage procedures, a brief content outline must first be submitted by the deadline specified there, along with an administrative overview form. After the outline has been reviewed, applicants may be asked to submit a full application. In single-stage application procedures, the outline step is omitted, and the full application—consisting of a detailed project description and a detailed formal application (AZA/AZAP)—must be submitted immediately by the deadline.
For federal projects, the formal applicant is Clausthal University of Technology (TU Clausthal) and not the executing body—that is, not the institute or center preparing the application or the project management team. Therefore, the full application must be reviewed and approved by the Third-Party Funding Administration and signed by the university administration, represented by Department 1. For internal TUC review, it is generally necessary to submit a preliminary third-party funding notification to the Third-Party Funding Administration.
If, according to the call for proposals, the university administration must be explicitly involved as early as the outline submission stage—e.g., with a letter of support—then this outline is treated internally at TUC as a full proposal and must be reviewed by the Third-Party Funding Administration. In all other cases, it is generally sufficient for the proposal outline to be submitted by the TUC project manager—or, if applicable, solely by the designated (external) consortium coordinator.
